You can get a script for testosterone if you're about to have a transgender operation (albeit requires counseling first ect...), but you cannot get testosterone legally if you want to build muscle.

Put another way: if you want to legally get something that when used RESPONSIBLY and INTERMITTENTLY can make you a better athlete, feel better, and acccomplish goals, you can't. But if you decide you want to mutilate your genitals, that's perfectly ok and we as a society endorse that.
