Cut the guy a little slack.
Actually.... I know where he's comming from. When I'm on a heavy cycle I could f*ck 6 times a day for hours at a time. That's great but that urge isn't only around when my wife is. It gets very hard to control your urges in bars, at the gym, etc. when you've got chicks comming on to you from all angles.
That being said... I don't know of anything that can help you. Just try not to put yourself in those situations. It will subside when you come off the juice.

The only way to reduce your sex drive is lots of sex or jerking off (to be blunt but honest). I think your best bet is to give a lot of thought to the relationship you mentioned and motivate yourself to have TONS of self control. It is not going to be easy, but it is not impossible. Sounds like she needs to know you like her for herself and not just someone to f*ck? Just a guess, but it is something that seems to come up in a lot of relationships from time to time. If you like her, make the effort to show her. Plenty of sex may follow once you get it across to her that you care about who she is.

Tough one bro...not sure of your situation, but I dated a girl a while ago that just wasnt' that motivated to have sex...where as I am usually ready to go. I just tried to not expect anything. Plan things in your head. If you are going over to watch a movie with her...just plan on watching a movie and then going to bed.
I can't say I was the best at it, but it helped a little, though we aren't together now, so maybe it didn't!
