I need a new small office computer any preferences between Dell and Gateway ?? Price, quality, service ?? I truely know nothing about these things, any help would be appreciated.

I prefer Dell. Their prices seem to be better, and I like the commercials. 
I think quality and service are comparable, with Dell having a slight edge in quality imo. I've bought a couple Dell refurbished machines in the past (a desktop last month), and they are an even better deal then new. The refurbished availability changes and is updated daily (or maybe a couple times a day). Dell also sells end-of-lease office computers on ebay.

btw, make sure that you can easily upgrade the memory on whatever you are going to buy, and then buy the machine with as little ram as possible. Then buy memory from crucial.com, or off ebay, and you'll save some money as well.
