(assuming you have windows)
Click on start menu, select – programs – accessories – paint
When you get there. Select – file – open. Then click on ‘files of type:” and select All Files.
Open your image – you should see it.
Select “image” then “stretch and skew”
This crappy program wants a % and it’s hard to pick one. Try typing 10 into the “horizontal” and “vertical” boxes. Click OK. If it’s too big or too small do the ‘file – open’ thing again and try different numbers.
After you get it how you like. Do “file-saveas “ click next to “save as type” and select “jpeg” , pick a place on your hard drive to put it. click OK. then say notacow, you're 2damsmart.

Either that or post it here and someone with a ral program will resize it for you
