Progress suddenly stopped

Hi Guys,

I am training for while now, and for the second time my progress completely plateaued.

When I started training my goal was to loose some weight and live blood pressure medicine free, which I actually did. I was about 250lbs and my height is still 5.6.
Last Year August I was 167lbs, but was very weak. At this time I experienced the first progress stop. It didn't matter what I did, everything stayed the same. Than I changed my job. I took a big brake from training and I actually even gained a little weight (probably fat). Than started again after 3 Months. I got much stronger very quickly. Than it was summer and started training outside like normal. I could see progress daily. Now I am 163lbs, and am still strong. But I hit a plateau again.

I am not looking for the typical bodybuilder look. Want to get to 10% body fat. Judging by this picture http://www.gll-getalife.com/wp-content/uploads/2013/08/bodyfat-men.png I am between 20 and 25 now.

I'll be very thankful for any input.
