Default Skinny Fat Look Despite Cycling/Diet/Training On Point

I have been doing various cycle and various diets, but can't seem to get rid of this 'skinny fat' look. My weights generally are low, if I dose myself with more test then they do increase but that is not the best way to do it, as once off I'm basically back to square 1.

When I was not cycling at all, many years ago, and eating completely off, I seemed to look a tonne better and leaner. Over the years I've just got worse with all these diets and cycles and following the 'advice' everyone claims to be following.

My goal isn't to be huge, but an athletic lean build, but I just can't seem to loose the fat. I even tried DNP at some point and have been on regular test/tren cycles with good 'gains' but not really looking any better in photos.

I am really lost. I hired a PT who competed in bodybuilding thinking he could help me get the proportions better but we seem to be heading in the same direction again (that said, I do feel worked out after sessions, very tired and almost feeling sick after each). When I tol him he said to up the dose, he gave me a lower dose to start with to see how my body reacts.

My key problem is that I keep getting 'bigger' but not necessarily more like the look I am after. At the moment my head just looks bigger than the rest of my body, my stomach is always sticking out and look 'fat', my pecs don't look like muscle, and legs barely look like they have been trained.

But I am cycling correctly, eating clean and training hard so then what is going on? I have also gone to a Doctor to check all my endocrine systems etc and everything is fine.

What do you recommend I do? This isn't a whine I just genuinely am confused whereto go from here.

    Thanks!

Since your legs are an issue for you, how do you train them?

Am doing legs with the trainer, and then one other session (varies between chest + biceps, shoulders + arms, or back, and then i do the other ones myself).
Legs is typically 1-2 machines, then mostly squats. My trainer said I have weak glutes, which is causing more pressure on my lower back, hence he suggested we do legs. Makes sense as usually when my upper body grows I can't really keep it up as my lower back aches. He said give it 2-3 months then legs will be better then we see.
I do think hes a good trainer vs other people I have had, just not sure dosing more roids is the answer here, maybe I need to drop calories a little also to burn a little more fat off?
