medical science says you should dose it at night, but this is because they want to suppress the natural spikes so they can dose your GH more accurately. if your natural production is shut down they can choose exactly how much you get per day. bodybuilders, on the other hand, would prefer to get as much endogenous production -- 1.5iu/day or so -- as possible.
regarding gh + sleep quality, it doesn't seem that gh affects sleep quality in any way directly. however, ghrelin(is one of the LH's of GH) does. you won't produce ghrelin if you've got huge exogenous GH levels.

so there's at least two very good reasons to shoot it in the morning.
edit: really interesting is the fact that long-term exogenous gh administration actually seems to increase ghrelin production, and possibly endogenous gh production as well; not certain because ghrelin is more of a co-activator along with ghrh:
