Pretty much. I applied to my outer and get the best feel out of there. I give myself about an hour as a pre workout because the pumps on the legs are pretty strong I dose at 100mcg. The rectus is probably the best feel and the tear drop is too painful and can't get a good workout in.
I apply to outter quad 50 mcg per as well as 25 each tear drop, awesome pumps all day. Tear drop applications are painful I have to agree BUT it's worth it IMO.
