That column is the emperor Trajen's column. It is a depiction of his victory over the Dacians. They were a civilization that lived around the current Romanian, Bulgarian area. His army slaughtered almost the entire civilization. That was how the Roman emperors made themselves famous. The Romans annihilated 4 different civilizations. Julius Caesar and his armies annihilated the Celtic civilization around 50 BC. It is estimated that they murdered over 1 million of the Celtic peoples.

Thanks everyone for the comments and cool info. It really was a great city so I recommend you experiencing it if you ever get a chance. I know many are in the US here so it's far to travel. For a long trip I would recommend Rome for about 3-4 days then somewhere like the Amalfi Coast for a week to finish off.
