there is not alot you can do about proportion in muscles short of surgery, at this point you have tried alot of different things, and none have worked. the only thing i can suggest is to not treat the unproportionate muscle groups any different than the other side, train them the same, and over...

just curious, how did they test your BF%? electrical impedence, skinfolds, or dunk tank?
