Hear is part of an interveiw with the author of that book who says it's not.

Don't know diddley about drug classification, but since is not an OTC item, I imagine there could be penalties for its possesion w/o the proper paperwork. (Brilliant, eh? LOL)

The book says "HGH is available by perscription only; it is not a controlled substance under FEDERAL LAW, however, federal law PROHIBITS the DISTRIBUTION or POSSESION or INTENT to DISTRIBUTE HGH for humans. Violations are punishable by IMPRISONMENT of up to 5 years, (10 years if persons are under age 18). Some STATES have clasified HGH as a CONTROLLED SUBSTANCE. State laws are worse than federal!
