Sounds like first get her into going to the gym on a regular basis and eating well as a habit. If you give her something to tone up and she just started getting into going to the gym and eating well then let her go for awhile and make sure she'll stick to it. After a month or so then get her something. Even a lowdose of an antiestrogen could help (like 5mg of nolvadex a day) or like clen or T3 for cutting up and/or anavar, winny or primo tabs to help build lean muscle and to keep her safe and feminine looking.
I do cycles for my girl all the time. If you need help pm or email me. Also, be sure she does weight resistant training (8-12 rep range) sounds weird but it will help her build muscle which speeds the metabolic rate and helps burn fat faster then she could do less cardio or maybe something like 5-10 minutes at the end of a workout with medium intensity.
