If you want to be honest measure cold before workout. I usually measure and weigh in the morning after waking up.
Cold measurements mean you flex and haven't done any warm-up sets to pump up the muscles. I've measured my arms pumped after a workout and had about 17 3/4" but cold they are 17" (they really do pump up that much). You normally go about your day not pumped up by exercise so cold measurements are a more accurate indicator of your actual size.
