Building Mass On Shoulders & Biceps

I've been hitting the gym on a regular basis for just over 7 years now and making fine progress... except for my shoulders and bis. They just won't grow! My strength for both is slowly, but surely climbing, but not nearly as fast as my legs, chest (& triceps) or back. On shoulder / bicep day I will typically do any combination of the following:
-- barbell shoulder press
-- dumbbell press
-- lateral / anterior / posterior raises (barbell or dumbbell)
-- upright rows
-- shrugs
-- "the rack" for lateral raises

Biceps:

-- heavy barbell curls
-- heavy dumbbell curls
-- reverse curls
-- hammer curls
-- lying down (on the incline bench) curls
-- "the rack"
-- ez curls
-- cable curls
-- concentration curls

i'm using heavy weights as much as possible, but i do use light weight once in a while... and no, i dont over train. i give my muscles plenty of rest. what am i doing wrong?? what works for you guys??
 
Shoulders: Hang Cleans, Arnolds, Push Press, Militarys to the front.

Bi's: Bar Curl, Spider Curl, Zottman Curls
 
Hang Cleans are a power movement that works many muscles at the same time. Its a variation of a clean. Spider Curls are 90 degree preacher curls, they'll build the peaks. Zottman curl is a twisting incline curl. You start palms facing outward and twist as you raise which will really emphasize the biceps.
 
awesome, i'll give those a shot on my next shoulder / bi day. i'll post how they feel... any other suggestions? i always thought power movements (ie. barbell press, cleans, deads, squats, bench) are the best for mass. they dont seem to do me a hell of a lot of justice
