Winny suspension questions and observations

OK, I have made winny suspension a few times now. Sometimes, when I make a batch, and I don't do anything differently, the winny "stays in suspension" ie stays all white, and doesn't seperate from the water. Is this good, or bad? Should I shoot it anyways? Usually I mix 500mg of winny with .5ml BA, and 1.5ml PEG400. Then, I heat it, and add water slowly until I have 10ml. I never filter it. Any help/thoughts would be cool.
 
Just a thought...you may not be using enough PEG. If it stays sometimes and sometimes doesn't you could try adding 2.0ml PEG400 instead of 1.5. But don't do this until brew looks at this because I could be very wrong and more PEG = more pain.
