"OLD" 135lb pic

You're probably like me. You'll probably find that your legs will develop a lot of strength if you stick with it. I'm large in the upper body for my frame, but it is extremely difficult to put size on my legs. I can squat over 300 though I don't look like it. Just be persistent in training your legs, and I'm sure they'll come around eventually.
 
your quads are probably too weak to do anything because you don't train them... from this pic and the pics you've posted in the past you have excellent genetics and excellent development for your age and even 3 or 4 years older but you need to train your legs now and train them consistently so they can start developing the muscle maturity that the rest of your body has. Even just doing weightless squats or one legged squats will help you the same as the pushups have helped you
