I was also wondering about its legal status, and its effectiveness. Lab-Corp says
"This is a highly anabolic prosteroid " and
"It does not convert to estrogen or progesterone." a quick search on Goggle brought up hundreds of nutritional supplement sites that sell 1-Testosterone Cypionate along with all the other pre-drug or prohormones like DHEA, 4-AD, and plenty of other prohormones all legal and available here in the US.
But my suspicions are that since the supplement lacks the side effects of not aromatizing into estrogen or progesterone, and the fact that its pretty much legal everywhere, in my experience requires enzymatic conversion to have an anabolic effect of any kind. Even then it may be only slightly anabolic, or even completely non effective. Most disturbing was the number of class action lawsuits charging false claims of an anabolic effect, here's one of several I found

BUT! Taking all that into consideration there are many over the counter supplements I've come across over the years that turned out to be quite effective and usually pulled off the shelves by the good old FDA because they actually worked so well. Once again driving people to go Veterinary or third world sources to get what they need (how do they make products safe again?) <---sarcasm.
I guess the only sure way to know if this is truly anabolic is to try it first hand and see the results on the bathroom scales and in the mirror at the gym.
