I always test higher on gear when I get bloods

so I have this possible issue where I always test higher when using gear then other people. Me and my cousin for example have both been using 200mgs a week of test and my bloods came in at 1350 while his came in at 1150. we increased to 400mgs and get bloods done again 3 weeks later and I tested at 3100 and he tested at 2600.
does this mean I am a hyper responder to steroids or does this mean nothing?

maybe gear is overdosed? thats what i think

2600 vs. 3100 test levels isn't going to make a difference
