new-ish, anti-e; heard of it?

In the literature, I've come across this a few times:
ICI164,384 A "pure" antiestrogenic compound
As far as I can tell, the "pure" means that it is wholely an antagonist unlike tamoxifen and company which are agonists, antagonists, and mixed agonists at one time or another.
Also, ICI164,384 (lets call it '384', shall we?) has a steroidal structure, unlike tamoxifen again- which belongs to a class of compounds called triphenylethylenes. 384 is a 7a-alkylamide derivative of estradiol. Besides blocking the ER, it may down-regulate the ER itself.
I've done a pretty minimal amount of lit. research on this but what I've read all sounds really exciting. Here's some questions I still have:
Have you heard of 384? Is it approved as a drug yet? Is it available for research?
Does it have side-effects? Is it toxic?
Is it effective orally?
If and when it becomes widely accessable, will it have any advantage over existing anti-e's?
