Navy: 64 sailors busted for spice use, sales


Two Navy investigations into synthetic marijuana use have snagged 64 San Diego-based sailors, including 49 from the carrier Carl Vinson, and already have led to several discharges.

Sailors from the attack submarine San Francisco and the floating dry dock Arco also were nabbed in the last several weeks.

All of the 64 sailors not already discharged will be kicked out under the Navy's zero-tolerance policy, said Capt. Greg Hicks, a 3rd Fleet spokesman

The Carl Vinson sailors were busted for the sale, possession or use of spice, a type of synthetic marijuana, a statement from 3rd Fleet said. Of those sailors, two distributed spice and one was a middle man, while the rest were users. The Vinson incident included 45 men and four women in divisions spanning the ship. The most senior was an E-5 and the most junior was an E-1.

"The scale of that investigation, you can infer from the numbers, was pretty big," Hicks said.

Of those 49 sailors, eight have been separated for previous drug use discovered in a command drug screening. Three others have already been separated for non-misconduct related reasons. Also, the two distributors and the middle man may face legal action. The carrier's security force ran the investigation, Hicks said.

The Vinson investigation started in July after three sailors were found smoking the drug in a fan room. As details emerged, the scope of the investigation gradually expanded, Hicks said.

The Vinson case is the largest spice bust for a single ship.

A separate investigation began in September after the Naval Criminal Investigative Service discovered that three San Francisco and three Arco sailors were using cocaine and spice, and informed the command. The ships' security forces took over the investigation and discovered more sailors were using spice, Hicks said.

In all, 10 San Francisco sailors, all men ranging in pay grades E-3 to E-6, used spice, and two others distributed it. The three Arco sailors, all women, were also busted for spice. The 13 charged with using spice received non-judicial punishment in the last two weeks, and they are in the process of being separated from the Navy. The two sailors suspected of distributing spice are being further investigated for criminal charges, Hicks said.

Hicks, citing the continuing investigations, could not say how the sailors obtained spice or explain how the drug rings operated."
