The person in office does have leeway to try and turn things around though. Unfortunately they can also make things worse by implementing programs which just enhance the current problems, which is what Obama wants to do. Granted there are some things on the horizon which should never have even been considered (Universal Heath Care, Cap And Trade, etc), but with a president that believed in the constitution, and one who would elect moral and honorable memers to his staff we could turn things around. The problem is that America is apathetic, we are slowly giving control of our lives to the government and it's a slow enough pace that we won't realize what we've done until it's too late. They say the seven stages of government are cyclical, and they read like this:
Bondage -> Revolution -> Freedom -> Prosperity -> Compacency -> Apathy -> Dependence -> Back into bondage
Where would you say the US is? I'd put us firmly between Apath and Dependence.
