EO is ethyl oleate, a solvent used in some preparations (Virormone Test Prop)
With injectable Dbol it helps keep the compound suspended. Usually its very difficult to keep it from crashing at anything over 25mgs/ml. EO can assist in getting it to 50mgs/ml.
A recipe that works for 50mgs/ml is:
3% BA
25% BB
EO
