Is slow tempo the best way to gain mass?

I've always trained with fairly quick tempo, either high weights and low reps, or low weights and high reps. Usually to failure. But I've seen some BBing videos where they train slow, like 2-0-3 or 3-0-3. They use around 60% 1RM.

The physics behind it was interesting... A 3 second eccentric is about 4 times more work than a 1 second eccentric due to the increased force you must apply to descend the bar slower.

So do most people training for mass use really slow tempo?
 
Most bodybuilders that I have heard will tell you to get as much as you can from the negative movement also. Like on bench press, don't just drop the weight to your chest and push again...slowly lower it to your chest. Dorian Yates even suggests that you do some "extra negatives". Once you have reached failure on bench press, have your spotter help you lift it so that you can slowly lower it a few more times. And when lifting for mass a couple minutes rest between sets is important. Less time between sets if you are training more for cardio.
