As far as muscle healing is concerned, that is increased. For other tissues, healing may or may not decrease. One other thing to note is that many times even the doctors don't know how to differentiate between an anabolic steroid and a corticosteroid, the latter of which does indeed slow down healing. My doctor told me that the healing of many things would be increased, at least while on test cyp. This is the same reason why they sometimes give anavar to burn victims--to speed up healing and avoid muscle wasting. Other AAS may have a different or even opposite effect.
As far as teeth go, I'd say that if you aren't on a really heavy cycle, you'd be fine. I had my wisdom teeth out a few months ago and I didn't even have to fill a prescription for Lortabs for pain. I had a few aspirin here and there, but that was it--no over bleeding, no extreme pain. Mikeswift, your case was probably unique since your wisdom teeth came in during your IGF use. Mine had come in years ago when I was 20.
