Specific tricep development

Are there any exercises that hit the tricep muscle that is close to the elbow? I need to fill this muscle (and the top one) out more, but nothing I do seems to hit it. Most guys seem to have no problem filling out their triceps, but mine are exceptionally stubborn, I guess. You can see what I mean from my avatar. My biceps have no problem, but the triceps are very underdeveloped in size (not strength--I'm very strong in the triceps) comparatively speaking.

Damn Saudades, you and your stubborn tri's and legs, lol! Have you tried site injections closer to that part of the tri? Just an idea.......

try rope extensions, reverse single arm cable extensions .......

and 110% dnt leave out kick backs
 
Try regular and reverse skull crushers for a while and quit the cable pull downs for a month. Also lie on a bench with a dumbell, in one hand bend your arm over your face near opposite ear and press. lying dumbell tricep whatever, lol. Also french crls help a lot. just give up the cable in lieu of weights, it will change the shape of your tris, as you can definitly use more weight.
